Declared Wholesale Gas Market
This topic provides an overview of the Declared Wholesale Gas Market’s (DWGM Declared Wholesale Gas Market. A Victorian gas market that allows trading on injections and withdrawals from the Declared Transmission System (DTS).) Gas Market System (GMS). It describes the Gas Market System interfaces used by the DWGM's Registered Participants.
About the DWGM
The Victorian Declared Wholesale Gas Market (DWGM) enables competitive, dynamic trading based on injections into, and withdrawals from the transmission system. The system links multiple producers, major users and retailers.
The market allows each participant to trade imbalances (the differences between injections and withdrawal quantities) and deviations (the difference between forecast and actual flows) within the gas market. The injections and withdrawals are based on injection bids. Withdrawal bids and demand forecasts enable AEMO Australian Energy Market Operator to determine a market price for gas at each scheduling interval.
In addition to operating the market, AEMO is also the Victorian Declared Transmission System (DTS Declared Transmission System (Victoria). Victoria’s gas transmission system, operated by AEMO.) operator. This ensures DTS operates in a safe and secure manner and interacts with AEMO’s scheduling obligations.
AEMO's DWGM operational requirements include:
- Operating the pipelines.
- Maintaining a safe and secure system for the transportation of gas.
-
Provision of a market-based scheduling system to ensure gas supply is scheduled to provide gas at the market price.
- Management of metering data for transmission operation and market settlement purposes.
- Management of market settlement and prudential risk.

Participants are required to comply with the procedures set out by AEMO, which define the communication interfaces and infrastructure for electronic communications between AEMO and participants to support the operation of the gas market, see Procedures, policies and guides.
DWGM IT interfaces
Participants can use several interfaces to interact with DWGM IT systems—file, web, and web services.
Interface |
Function |
---|---|
Web portal (HTTPS) |
The WEX interfaces allows the Market Participant to submit injection bids, withdrawal bids and demand forecast to DWGM Gas Market Systems. |
File upload to web portal (HTTPS) |
The WEX allows direct uploading of files to the web portal interface. |
File server (FTP) |
The MIBB provides an FTP file interface to download reports generated by AEMO. Dependining on the role, Participants can upload csv files to the MIBB. |
Web services (HTTPS) |
Web services operates in parallel with WEX by allowing file uploads using HTTPS. |
EMMS Markets Portal |
Allows Market Participants to submit capacity certificate bids and capacity certificate transfers using the Capacity Certification Auction and Transfer interfaces. |
DWGM IT systems
The DWGM's IT system is called the Gas Market System (GMS). Table 12 summarises the systems available to participants in the GMS.

The MIBB is the interface through which AEMO communicates with gas market participants. It performs the following functions:
Access to the reports depends on a user’s security privileges. There are two classes:
The generation and publishing of a report can be initiated in several ways:
A list and description of the market reports is available in the User Guide to MIBB reports. |

The WEX provides the interface for market participants to submit:
AEMO use the submitted information as input into the DWGM scheduling process. For more information, see the Victorian Declared Wholesale Gas Market Web Exchanger User Guide . |

The DWGM menu consists of the Capacity Certificate Auction and Capacity Certificate Transfer items.
The CC Auction bidding interface allows Market participants to participant and trade in CC auctions conducted twice a year for 3 years ahead of consumption time.
The CC transfer allows a market participant to transfer CC auction quantity to another market participant who has an existing off-market arrangement to receive the CC auction transfer. |
